       William Howard Taft IV, the State Department's chief legal adviser, responds to John Yoo's January 13 memo (see January 9, 2002) saying that Yoo's analysis is “seriously flawed.” He writes: “In previous conflicts, the United States has dealt with tens of thousands of detainees without repudiating its obligations under the Conventions.
